“The actions of the United States run counter to all fundamental norms of international law,” Russia’s Ambassador to the United Nations, Vassily Nebenzia, said at the Security Council meeting on December 23. He described the U.S. blockade of Venezuela as “an act of aggression,” adding that Washington should bear responsibility for the “ongoing catastrophic consequences caused by such arbitrary behavior.”
China’s Deputy Permanent Representative to the United Nations, Sun Lei, said Beijing opposes “all unilateral actions and bullying” and supports countries in “defending their sovereignty and national dignity.” The meeting was convened at Venezuela’s request, with the backing of Russia and China.

Venezuela’s Ambassador to the United Nations, Samuel Moncada, said his country is facing “forces that act in disregard of international law and force people to leave the country,” describing the situation as “the largest act of extortion in history.”
U.S. Ambassador Mike Waltz rejected the criticism, saying the United States would do everything within its power to “protect the hemisphere, its borders, and its people.” He reiterated allegations that Venezuelan President Nicolás Maduro is linked to the Cartel de los Soles drug trafficking network, although no evidence has been publicly presented to substantiate the claim. U.S. President Donald Trump has repeatedly accused Venezuela of using its oil resources to finance “narco-terrorism, human trafficking, murder, and kidnapping.”
Caracas has denied all accusations, asserting that Washington is seeking to seize Venezuela’s oil reserves, the largest in the world.
In recent months, the United States has increased pressure on the Maduro government, deploying additional military assets to the region under the pretext of counter-narcotics operations. U.S. airstrikes on boats suspected of carrying drugs in the Caribbean and Pacific since September have reportedly resulted in more than 100 deaths.
President Maduro has said the military buildup demonstrates U.S. intentions to pursue regime change in Venezuela and to “plunder the country’s land and mineral resources.”
