White House spokesperson Karoline Leavitt said on November 20 that U.S. Secretary of State Marco Rubio and special envoy Steve Witkoff had been quietly preparing the peace plan for the Ukraine conflict over the past month.
“The plan is still being developed and adjusted, but it has already received support from President Donald Trump. This is a proposal that is good for both Russia and Ukraine, and we believe it could be acceptable to both sides,” she said.
She emphasized that the United States is working diligently and maintaining “constructive discussions” with both Russia and Ukraine to “understand what they are willing to commit to.” Leavitt declined to reveal the plan’s specific details but dismissed claims that the proposal contains terms unfavorable to Ukraine. The Office of the Ukrainian President later confirmed that President Volodymyr Zelensky had received the draft. “We are ready to work constructively with the United States, as well as with our partners in Europe and around the world, to achieve peace,” the statement said.

Following a meeting in Kyiv with two senior U.S. Army leaders, Ukrainian officials also agreed to continue discussions on various points of the proposal. President Zelensky is expected to speak with U.S. President Donald Trump by phone in the coming days. Russia has not commented on the matter.
Earlier U.S. media reports indicated that the peace plan consists of 28 points, including several demands Russia has previously made as conditions for ending the conflict.
According to AFP, citing an anonymous U.S. official, the plan includes provisions that would require Kyiv to recognize Moscow’s control over Crimea and the territories it has captured, reduce the size of Ukraine’s armed forces by more than half to 400,000 personnel, and relinquish all long-range weapons.
Other outlets added that the plan would also include a complete ban on the deployment of Western troops to Ukraine and several ambiguous clauses that would allow Kyiv to negotiate security guarantees with Washington and Europe.
These details have fueled speculation that Russia may have taken part in drafting the proposal with the United States. A source quoted by Axios said the Trump administration had been secretly consulting with Moscow. “It appears Russia proposed it to the Americans, and it was accepted,” the source said.
It remains unclear what obligations Russia would have under the new proposal. Moscow currently controls 99% of Luhansk province, 60% of Donetsk, 70% of Zaporizhzhia and Kherson, along with several areas in Dnipropetrovsk, Sumy, and Kharkiv. Including Crimea, Russia now holds territory equal to about 19% of Ukraine’s pre-2014 land area.
