“The notion that the United States is not engaging both sides of the conflict fairly in an effort to stop the fighting is completely false,” White House Press Secretary Karoline Leavitt said on November 24.
According to Leavitt, President Donald Trump is “hopeful and optimistic” about developing a plan to bring an end to the Russia–Ukraine war.
A White House official noted that some disagreements remain between the parties but expressed confidence that these issues can be resolved soon. She emphasized that President Trump wants to reach an agreement as quickly as possible, though he currently has no plans to meet with Ukrainian President Volodymyr Zelensky. On November 20, the US submitted to Ukraine a draft of a new proposal aimed at ending the conflict with Russia. The plan consists of 28 points, including several demands previously raised by Moscow—such as Ukraine ceding part of its territory, accepting limits on its military size, and abandoning its pursuit of NATO membership.

US, Ukrainian, and European officials met in Geneva, Switzerland, on November 23 to discuss an “updated” version of the plan and reported significant progress. The details of the revised draft have not been made public. President Zelensky said on November 24 that “the right elements” have been included in the plan, while sensitive issues will be discussed directly with President Trump.
Russia described the initial US draft as a potential foundation for a peace agreement and rejected the version amended with European input. “The European plan is completely unconstructive and ineffective for us,” said Yuri Ushakov, foreign policy adviser to Russian President Vladimir Putin.
