Sources familiar with the matter—who requested anonymity due to the sensitivity of the discussions—said the draft also includes proposals to reduce the size of Ukraine’s armed forces, along with several other provisions. Washington wants Kyiv to agree to the key pillars of the framework.

According to the sources, the proposals were discussed directly between the United States and Russia. Ukraine did not participate in drafting the plan. Such a framework would mark a significant setback for Kyiv at a time when Russia is expanding control in eastern Ukraine and Zelensky is grappling with a corruption scandal, Reuters noted.
Axios also reported on November 19 that, according to a senior U.S. official, the new American plan envisions Ukraine yielding some eastern territories it does not currently control in exchange for U.S. security guarantees for Ukraine and Europe against possible future Russian aggression.
Reacting to the proposals, one European diplomat said the plan “backs Kyiv into a corner” and warned that no viable solution can ignore Ukraine’s position or that of Washington’s European allies.
Another European diplomat argued that asking Ukraine to cut its military strength “sounds more like a Russian demand than a serious proposal.”
Reuters sources said Zelensky is expected to meet with a U.S. delegation in Kyiv on November 20 to discuss the peace plan. The delegation will include Army Secretary Dan Driscoll and U.S. Army Chief of Staff Gen. Randy George.
The White House declined to comment, and the State Department has not yet responded.
In a Telegram post on November 19, Zelensky did not mention the U.S. framework directly but urged Washington to demonstrate strong and effective leadership to help end the prolonged conflict.
“The most important thing for stopping the bloodshed and achieving lasting peace is that we work together with all partners, and that U.S. leadership remains strong and effective,” Zelensky wrote after meeting with President Erdogan in Ankara.
Zelensky added that only the United States and former President Donald Trump “have enough power to bring this war to an end.”
