On December 6, Ushakov stated that the discussions held this week at the Kremlin between U.S. envoy Steve Witkoff and Jared Kushner were “constructive and friendly.”
He noted that President Putin has met envoy Witkoff six times and that the two “almost understand each other without words.” The Kremlin adviser also assessed Kushner’s involvement as “very timely.”

“He helps make everything more structured. I believe that if a draft agreement is eventually put on paper, the person writing most of it will be Kushner,” Ushakov said. Russian media previously reported that the meeting at the Kremlin lasted around five hours. Speaking to reporters, Ushakov revealed that both sides have not yet reached a compromise on the key issue of Ukrainian territory, but indicated that some U.S.-proposed solutions remain open for discussion.
Last month, the United States introduced a plan aimed at ending the conflict in Ukraine and is now seeking to persuade both Moscow and Kyiv to accept it. The initial 28-point proposal called on Ukraine to relinquish part of its territory, accept limits on its military size, and abandon its goal of joining NATO. The draft faced opposition from Ukraine and several European nations. Some provisions were removed in the updated version, though its full contents have not been released.
Kushner, a real estate investor, previously served as a senior adviser in Trump’s first administration, focusing on Middle East policy and domestic priorities. He played a key role in the 2020 Abraham Accords, which sought to normalize relations between Israel and several Arab neighbors.
