U.S. envoy Steve Witkoff and Jared Kushner, the son-in-law of President Donald Trump, arrived in Moscow on December 2 to meet Russian President Vladimir Putin and discuss measures to end the fighting in Ukraine. Before meeting Putin, the U.S. delegation took a walk through Red Square, passing Lenin’s Mausoleum and the Kremlin’s towers.
When receiving the delegation, President Putin smiled and asked about their walk. “This is a magnificent city,” Witkoff replied. Sitting next to Putin were foreign policy aide Yuri Ushakov and special envoy Kirill Dmitriev. Both sides had interpreters present.

Russian media reported that the meeting ended after nearly five hours. Speaking to the press, Ushakov revealed that the two sides had still not reached an agreement on the key issue of territorial matters in Ukraine, but noted that some of the solutions proposed by the United States could be discussed.
“Some of the formulas proposed are not acceptable to us, and the work will continue,” he said. Russian media again noted that the meeting concluded after nearly five hours. Ushakov told reporters that no compromise had been reached on the core territorial issue in Ukraine, but added that several proposals from the U.S. side remained open for discussion.

The draft proposal has faced opposition from Ukraine and several European countries. Some provisions were removed in the updated draft, but its contents have not been made public.
According to AFP, the mission of the U.S. delegation during this visit was to present the updated version of the proposal to President Putin.
Just before meeting the U.S. delegation, President Putin accused European powers of obstructing President Trump’s efforts to end the conflict in Ukraine by putting forward proposals they knew would be “unacceptable” to Moscow, thereby creating grounds to blame Russia for not wanting peace.
